Temporary Event Notices
![]() The notices are a light touch system for temporary events. They will allow individuals, village halls, schools and clubs to easily apply for, and put on, one off events involving the sale of alcohol and/or public entertainment. Events covered by a TEN can last for up to 96 hours and must involve no more than 499 people. As the organiser of the event, you must submit two copies of the application to the local authority at least ten working days before the event is due to take place. Although we are Personal License Holders, allowing us to supply and sell
alcohol at licensed premises, it is your responsibility to ensure that
the venue at which you are holding your event is licensed for the sale
of alcohol by retail.
Typically, a venue that DOES NOT have a permanent bar, such as a marquee, or community centre will NOT have a full premises license. Even if you are holding an event in a marquee at a licensed venue, they may not be licensed for the sale of alcohol within the marquee itself. To overcome this issue, you will need to submit a Temporary Events Notice (TEN). How do I Submit a Temporary Event Notice?
It is a requirement that you send two copies of this notice to the licensing
authority at least ten working days before the commencement of the
proposed licensable activities. The authority will endorse one of the
two copies and return it to you as an acknowledgement. This will be
important proof that you gave the notice and when you gave it for the
purposes of the Act. Some premises may be situated in two licensing
authority areas, for example, where a building or field straddles the
local authority boundary. Where this is the case, two copies must be
sent to each of the licensing authorities identified, together with
the appropriate fee in each case. In such circumstances, you need to
receive acknowledgements from all the relevant licensing authorities.
One copy must be sent to the chief officer of police for the area in which the premises is situated at least ten working days before the commencement of the proposed licensable activities. Where the premises are situated in two police areas, a further copy will need to be sent to the second police force. How much does a Temporary Event Notice cost? A Temporary Event Notice costs £21.00 and must be paid by cheque
to the local authority at the time of submitting a TEN form.
What happens after my Temporary Event Notice has been submitted?
The local authority will stamp one copy and return it to you as acknowledgement
of receipt of the Temporary Event Notice and associated fee. The Police
force to which you submitted a copy of your Temporary Event Notice
will have ten working days to act to either prevent the event taking
place, or demanding the modification of the licensable activities taking
place at the event. If the Police believe the event should not go ahead
on a crime prevention basis then a Counter Notice will be served and
you are then prohibited from carrying out your event.
What do I do with my Temporary Event Notice when I get it back?
You must send a copy to us, as we will keep this with us behind the bar
for the duration of the event. Should a constable or an authorised
person (for example, a licensing officer, fire officer or environmental
health officer) wish to see it, we will present it to them and answer
any questions they may have.
What happens if I don’t submit a Temporary Event Notice, or a
Counter Notice is served and I ignore it?
To permit an unauthorised licensable activity to be carried on at any
place and that a person is liable on conviction for any such offence
to a fine not exceeding £20,000, or to imprisonment for a term
not exceeding six months, or to both.
